In the Overview Effect, your panels remain visible and don't change in appearance at all. This suggests that they remain interactive--but they don't.

We should do one of the following:

- Hide or dim panels to eliminate the impression of interactivity
- Keep them interactive

Making them interactive is ideal. IF you are working on something full screen but need to quickly adjust an indicator or volume or something it's really handy.  I utilize this all the time watching movies, playing games, or browsing the web full screen in a different DE.

This makes it consistent with WindowView (and the panel window doesn't respond
to input anyways even if shown, which is misleading).
FIXED-IN: 5.24.6
