I just experienced this problem, and KDE was unresponsive/freezing a lot (still working but very slow). But GTK+ applications were doing fine.

Has it seems a full / or /tmp or ~/.kde4 really impacts KDE desktop and applications, there should be a warning/notification telling the user that such problem is happening.

I found those bugs/wishes related (not always directly) to disk space issue.

Some of them are very old, but I ran into the issue just today while updating to RC2 (see invalid bug https://bugs.kde.org/show_bug.cgi?id=290775)

It seems we got a warning when /home gets filled up, but I think we need a warning for / and /tmp too.
