Umbrella bug report for tracking different forms of issues in which Plasma desktop icons change their order or position without an intentional user action.
Hi it's possible for me I've the problem since years (> 6 ) on 2 computers (on docking station) having the configuration with two screens : one is that one of the laptop and one outside both having not the same resolution ! If necessary I can find out all situation scrambling the Icons like unhanging the laptop from the docking station or trying to manage the situation with xrandr (terrific !) , give you the contents of plasma-org.kde.plasma.desktop-appletsrc and compare it to reality, or other things wanted if possible
I have a feeling that the positioner works only properly with left-to-right ordering and left alignment. Then there's also still the issue that panels will resize the folder containment when they appear. This can cause issues with positioning, and the folder containment should load after all the panels (or panels should not be able to push the containment at all, but this can cause desktop icons to go under the panels.)

In my experience this happens with a left panel (my daily driver) but not a bottom panel when I tried that for a few days to see if it helped. No randomly-moving icons with a bottom panel! Both are 50 px thick.
I couldn't reproduce the issue after trying with all kinds of panels and changing the display resolution. Could it be affected by multimonitor?
I experience it with only a single monitor. Regardless, this is just the metabug. We should probably discuss this in a specific child report.
