Panel options in the middle of the screen

SUMMARY
Seems to be wayland only

STEPS TO REPRODUCE
1. Open the application menu
2. Right click panel
3. Enter edit mode

OBSERVED RESULT
The line for dragging the panel around & menu with panel options is placed at the top of the application menu. The application menu goes away though, so there's effectively a large space between the panel and its options.

EXPECTED RESULT
Application menu should go away, and panel options should be placed next to the panel

Also I've just noticed:

1. Clicking the x on Edit Mode does not make the panel options disappear

2. The observed result in the bug report only happens if you try entering edit mode in a workspace with no open windows (minimized windows are fine)

3. Trying to enter edit mode with an open window will cause plasma to immediately exit edit mode with the same problem as point 2 (above)
