SUMMARY

STEPS TO REPRODUCE
1. set panel height to 46px
2. open system tray settings
3. set "Panel icon size" to "Small and enable Weather Report applet in "Entries" section

OBSERVED RESULT
mis-positioned weather icon, see the attached screenshot please

EXPECTED RESULT
correctly positioned weather icon

applets/weather: Fix icon position in system tray

Remove the external ColumnLayout and instantiate the Loader
directly. This fixes the wrong positioning of the icon when
in the system tray (either directly or in the pop-up)
