STEPS TO REPRODUCE
1. add Calculator widget to plasma panel
2. click on the just added Calculator widget
3. press meta+down arrow

OBSERVED RESULT
Calculator widget is tiled. See the attached screenshot.

EXPECTED RESULT
widget placed on plasma panel should ignore tiling shortcuts

also reproducible with Weather Report and Media Player widgets.

We should really fix this centrally rather than adding hacks into every widget's expanded representation.

Currently I can reproduce only on X11.
