Steps: 1. Open Kickoff. 2. Try to move items in Favorites section with touch screen. Actual: 1. If cursor is located under Kickoff menu it transforms into denied type. 2. Items aren't draggable. 3. Current location of finger on the touch screen is registered by selection of favorites items in the menu (with some delay). Denied cursor mode also when not hovered on menu - but not on every touch and drag of the item in the menu
Possibly the same fix is needed here that Application Dashboard got to fix it there.
