SUMMARY
KCM claims relogin is required, however suggests reboot.

STEPS TO REPRODUCE
1. Open KCM
2. Change language
3. Click Apply.

OBSERVED RESULT
A toast message "Changes will take effect the next time you log in." with a button "Restart now". If you click the button and confirm, the computer will be rebooted.

EXPECTED RESULT
One of:
 1. A toast message "Changes will take effect the next time you log in." with a button "Logout now".
 2. A toast message "Changes will take effect the next time you start the computer." with a button "Restart now".
