SUMMARY
Changing default language in "Region & Language" should not require and propose a full system reboot. 
Logout and Login is good enough.


STEPS TO REPRODUCE
1. open System Settings and choose Region & Language
2. Add or choose a new default Language
3. Observe the action notification

OBSERVED RESULT
System Settings notification text is: Changes will take effect the next time you log in
But (imho more prominent) Button Text is saying: Restart now

EXPECTED RESULT
Button Text should align with info text: "Log off now"
