STEPS TO REPRODUCE
1. open Region & Language KCM
2. modify any setting and click on 'Apply' button
3. 

OBSERVED RESULT
an inline message saying 'Changes will take effect the next time you log in' with 'Restart now' button appears on top. Please see the attached screenshot.

EXPECTED RESULT
replace 'Restart now' button with a button to log out

I understand that a reboot isn't technically necessary, and you can log out and back in again. But a regular user doesn't understand this, and regular users also often use auto-login where an explicit logout would confuse them.

So we recommend a reboot instead, and the status quo is intentional. :) Expert users who understand the above can manually log out and back in again.
