OBSERVED RESULT an inline message saying 'Changes will take effect the next time you log in' with 'Restart now' button appears on top. Please see the attached screenshot. I understand that a reboot isn't technically necessary, and you can log out and back in again. But a regular user doesn't understand this, and regular users also often use auto-login where an explicit logout would confuse them. So we recommend a reboot instead, and the status quo is intentional. :) Expert users who understand the above can manually log out and back in again.
