SUMMARY
KDE uses US layout for keyboard shortcuts, even if it is not the default or active layout

STEPS TO REPRODUCE
1. Add another language, set it as default (move up in the language list) and switch to it. In this case I use lithuanian.
2. Settings -> Keyboard -> Shortcuts -> KWin -> Switch to Desktop 2 -> + Add... -> [press `Meta + Č` (correpsonds to 2 in the number row)] -> Apply
3. Try to switch to desktop 2 using `Meta + Č`

OBSERVED RESULT
Nothing

EXPECTED RESULT
Switches to Desktop 2

SOFTWARE/OS VERSIONS
Operating System: Fedora Linux Asahi Remix 41
KDE Plasma Version: 6.3.3
KDE Frameworks Version: 6.12.0
Qt Version: 6.8.2
Graphics Platform: Wayland

Workaround:
Remove US keyboard layout altogether, then it starts working as expected. But then I cannot use US layout.

I am not able to reproduce this on git-master
To clarify - when you say you added a language, you did this in Settings - Keyboard - Layouts, is that correct?

I tested with German. I moved it to the default in Settings - Keyboard - Layouts
Note: With more than one keyboard layout, it might be necessary to switch to it. I did so though the layout widget on my panel

I added the following shortcut:
Toggle Overview -  Default Meta+W
Added shortcut Meta+ß (Meta+- on US layout)
The shortcut works as expected when my layout is set to German
The shortcut with the same keys Meta+- does not activate Overview on the US layout, as expected

If you switch to the lithuanian keyboard layout does the shortcut work?

That is correct.

I can confirm german shortcuts using ß and other keys I tested work properly.

No, the moment I add English US layout, shortcuts using Lithuanian letters stop working. No matter which language is active or which one is higher in the priority list. I cannot reproduce it with German layout. Could it be due to differences in key codes or (something close to that)?

This might be a duplicate of bug 402028, which has reports of similar behavior with different keyboard layouts
In those cases, some shortcuts cause others to stop working, but the bug seems to be tied to different layouts that aren't en_us

This is not a duplicate of 402028, which I could only reproduce on X11 but not Wayland
The symptoms are subtly different.
