Hence it clearly seems to me like a regression from 6.1.2 to 6.1.3.
Arch with Plasma 6.1.3, confirming on two different laptops with X and Wayland.

The touchscreen settings are only blank if accessed from the system settings, hence when another settings page has been opened before. If accessed directly from e.g. the search field, the settings show up correctly.
In hindsight, that seems suspiciously similar to issue #488326
