1. Log in with X11
2. Open settings -> mouse and touchpad -> touchpad
3. See no settings
4. Log in with Wayland
5. Open settings -> mouse and touchpad -> touchpad
6. See no settings

As a follow-up: I just upgraded another machine from Plasma 6.1.2 to 6.1.3 and the issue showed up just after that. Hence it clearly seems to me like a regression from 6.1.2 to 6.1.3.

Illustration of the issue. The touchscreen settings are only blank if accessed from the system settings, hence when another settings page has been opened before. If accessed directly from e.g. the search field, the settings show up correctly.
