SUMMARY
Touchpad settings disappear between opening and closing System Settings. The Touchbar settings menu is there, but it's just a blank screen. Directly navigating to the Touchpad settings via right-clicking the System Settings icon in the taskbar does open the settings normally. Settings remain saved as well.

STEPS TO REPRODUCE
1. Open settings
2. Navigate to Touchbar options and find it blank
3. Close settings, open the Touchbar options directly via right-clicking the settings icon in the taskbar

OBSERVED RESULT
Touchbar settings screen remains blank

EXPECTED RESULT
Touchbar settings should show up
