I sometime use the split view to compare similar text files side by side to quickly see any differences. Unfortunately there is no option to 'pair' or lock the scrollbars together. I may be using the split view for something it wasn't designed to do but it would be nice to have that option.

Also, I notice that when using the split Kate will open up the same file, shouldn't it open the 'next' file in the tab listing instead? Split wouldn't be used to compare the exact same file, so it should open a different file (if one exists in the tab listing). Thanks.

That's only one usecase. Split is also used when you are working on multiple files. Also, opening the same file in the new split is more consistent with other editors. New suggestions welcome, but one issue in one bug report please.
