2 pane Split View side-by-side manual scroll required

Kate is missing a simple Split View side-by-side Sync Scroll by line number.

There should be an option somewhere to force Sync Scroll by line number.

If possible also Sync cursor position, else its OK.
If possible also bi-directional, else its OK.

Simply force one to follow the other by line number, 
does not matter which kind of files are open.

Example use case: Writing Cython PXD file (see screenshot), 
also useful for other transpilers, coffee, stub files, etc.

I create parallel texts [1] and I need this feature to quickly check alignments. There is some workarounds [2] but it would be nice to have this feature built-in.

I would like this as I have used this technique on other text editors for translating text into another language line-by-line, making quick comparisons and also to study another language by comparing someone else's translation to the original text. 
I strongly prefer this over translation tools as you can view the context surrounding a line on both sides at the same time. I'm just doing simple raw text translation, not software nor document translations which may call for more complicated solutions due to formatting.
