Confirmed in 6.0 RC1. Very obvious when using different colors for active vs inactive titlebars, and focus follows mouse. Moving cursor from an active window to the top of another window, the next window does not show as active if the mouse is kept in the top ~1/3 of the title bar.
Confirmed on Plasma 6.1 Beta (6.0.90).
