Confirmed. Works fine with left column alignment, or either left or right row alignment, but not with right column alignment. Feels like it could be related to Bug 359783.

Can still reproduce the original issue with Folder View in 5.27 using the newer scroll view component.
It's still reproducible on Plasma 6 alpha, but not consistently.
