SUMMARY
k3b depends on transcode, but it is no longer available in Fedora repositories or in RPMFusion - which makes k3b unusable for Video DVD ripping functions

See: https://repology.org/project/transcode/versions - it has not been available in either since Fedora 29 across all Fedora repos.

STEPS TO REPRODUCE
1. Install k3b
2. Attempt to access a Video DVD to rip a video DVD track
3. Track rip fails with a note about transcode not being installed
4. Attempt to find transcode - it is not available.

OBSERVED RESULT
Transcode is missing.

EXPECTED RESULT
k3b installs with required dependencies, or fails to install.

Revert "Keep transcode until a replacement is implemented."

No one implemented a replacement after more than 6 years.
Make sure users are not presented with a completely broken option.
