This is a bit jarring. You expect it to open close to the UI that invoked it, but instead, it always opens on the left, even if the Toolbox button is on the right. This will become more noticeable once a placement bug (Bug 390038) is fixed with https://phabricator.kde.org/D10563

I'm not very convinced. If I launch dolphin from kickoff, I don't expect it to be in the bottom left.

Widget Exp, can be opened from:
 - toolbox
 - context menu
 - keyboard shortcut 
 - panel toolbox

Right now it's in sync with the follow alt+tab, and meta+tab dialogs.  

We'd lose that to be in sync a button that doesn't really have anything to do with the widget explorer other than it exists.

I just re-read my last sentence, it made no sense.

Fair enough, and thanks for the clarification!

Given the fact that it can be opened from so many different methods, I almost wonder if making it a free-floating window might not work better. But this is such a minor idea that I don't think it makes sense to keep a Bugzilla ticket open to track it.

It used to be back in 4.0-4.5

It would have a lot of advantages, you can move it out the way, it can be nearer to the panel... I'd be for it

Needs a mockup from VDG. I don't like undoing their initial designs without getting them "signed off"  

I don't think it'd work as-is but floating.

right, as-is-but-floating wouldn't work. A square-ish free-floating window would make more sense IMHO.
