Sound like a binary compatibilty between ksnapshot and kipi-plugins/libkipi.

Which tool to you try to use from KSnapshot Send/to menu ?

None - the tool selection doesn't even show up.
After I click, the button goes grey, trying to load the tools list, and after a few (about 10) seconds the app crashes.

hum... I'm sure that it's a binary compatibility issue with libkipi.

Please recompile ksnapshot with libkipi used by kipi-plugins.
