As a temporary workaround for bug https://bugs.kde.org/show_bug.cgi?id=207278 , I placed two panels on the left side of my desktop, each <= 1/2 of the desktop height (width is 36). The upper panel contains 15 elements (application shortcuts and appropriate spacers to group them logically), the lower one contains 14 elements (shortcuts, spacers and a colorchooser widget consisting of two subelements).

When logging out and in again, the panels are not in the positions I had put them before, but are superpositioned, so I have to reposition them. While this is far better than having to reorder the icons in just one panel each time, it is still not the expected behaviour.

Can someone confirm this issue?

As a side note: when I reposition the upper panel, all the icons on the _desktop_ move up and the tops of the uppermost icons are horizontally aligned with the top boundary of the panel. On the other hand, when the panel is half way down the screen (which is the starting position when logging in freshly), the icons _cannot_ be moved beyond the upper boundary of the panel. So, maybe this is not a problem of the panel but of some desktop/screen size issue...
