I got this problem with 4.2 and 4.1, but after a certain amount of time, everything started to go well. I didn't reproduced this bug with a new empty user, but I got it with my normal user even if I remove ~/.kde/share/config/plasma*

In my case, panels with center alignment return to the center of the screen. Similarly for panels with left/right alignment.
I checked if what David says it also my case : The middle top panel have center alignment but, when it is OK, it is not put exactly at the center of the screen. When I log in, it goes to the center of the screen. For the panels on the left, the one with Firefox icon have center alignment, and when I log in, it goes to the center of the left border. All the panels on the left are center aligned, except the one with OOo icons.
i have report the similar issue on the launchpad https://bugs.launchpad.net/bugs/396214 - panels almost every time after relogin looses their configuration I use KDE4.3.0RC2, installed from Kubuntu packages (upgrade KDE4.2->KDE4.3RC1->KDE4.3RC2 without full reinstall). This problem doesnt appears in Debian KDE4.2.4.

Same here. I added an extra panel with some monitor applets inside. I placed the new panel on top and manually resized to the minimum size needed to contain the applets. Then moved it manually to the right (but not the far right, i want to be able to click window buttons)... half way from center to right. I tell the panel the option "Windows go below". At each login i must place the panel manually at its place and change the option from "Always visible" to "Windows go below". gentoo package, version 4.3.0
and even more - when separate setting for each desktop feature is enabled, sometimes after relogin settings for one of the desktop can be partly lost (usually wallpaper becomes theme default), and for others settings is swapped, i.e. if you have desktop, for example, 3 set to Folder View after relogin this desktop becomes Desktop 1 (but keep all setting including cutom name) I think this problem can have the same root cause. And this settings mess is really annoying and should be fixed ASAP.

Panels may forget their height as well, if it is smaller than default.

Reproduced with svn trunk 1069221 (kde4.4 beta 2). I've created two new panels on the top edge, one in the center with 300 pixels wide and other with 100 pixels wide in the left (around 100 pixels to the right). After a clean session restart, the one in the left is now in the left (starting at 0), and the one at the center is now full wide. They are not the only widgets not saving or restoring its position, size and rotation. see bug 187266.
Do you reproduce with kde 4.4.4 or 4.5 beta ?
It works for me in trunk svn revision 1134984 (4.4.82), even after a killall plasma. The panels are in the position I left them and with the same aligment and attributes (bellow windows, over windows). If it does not works for you in KDE 4.5.0, please reopen.
Never seen the problem again since upgrade to 4.4 :D
I get this on svn trunk. Does anyone see this on 4.5?
This is still broken. It has _never_ worked. I like my panel at the top, and wider. It always restarts with a panel at the bottom and narrower. In addition, it adds back the worthless programs Kate and Discover to my Application Launcher. This is Kubuntu.
Please try the current state with Plasma 6, for me that works there nicely with 2 panels and 3 screens.
Will try it soon... I'm running Plasma 5.27.11 (Kubuntu 24.04). It is *broken* in this version. I also have an NFS home directory if that's relevant. It's been a *very* long time since this worked. I'd guess more than 5 years.
