Hi,
I'm usingKDE 4.2.95(Kubuntu).
Following issue inside the system settings (sorry I'm using german and do not know all englsih terms):

1. start system settings -> advanced? (Erweitert) -> Arbeitsflächen Details
Change in the drop down list box on the uppper left theme from eg. Luft to oxygen
-> apply button is still inactive
-> change anything in detail (now button is active)
-> press apply: no affect

2. go to start system settings -> advanced? (Erweitert) -> "Anmeldungsmanager" (or samba settings)
everything is disabled. I would expect a pop up when root rights are requiered

This are two different issue unrelated to KWin:

Is the first one about "Desktop Theme Details" (plasma themes configuration) ? (you didn't translated it)
If it is, changing the details of a theme will not update it automatically but it creates a new theme called "Custom", which you need to set manually on Plasma. I know this is not a pleasant behaviour and I remember it being reported already.

The second one is about the Samba module and the root permissions which aren't integrated into SystemSettings yet (they will have to wait for KDE4.4) . This is a known issue which is being addressed.
