KDE should set the locale environment for non-kde applications.
For example, if I have my language set to spanish in KDE, and every kde app shows up in spanish.  But when I launch gaim, xchat or any non-kde app they show in english.

And yes, I know that I can fix it in my .xinitrc, but my mom doesn't.

YYes, I have the same kind of problem, a little more explanations: If I log in with kdm than the LANG variable is set to "POSIX" for applications. If I start an application like GIMP than it will show up in English. But if I open a terminal first (i.e. konsole) the LANG variabele will be set correctly to "de_DE@euro" and if I start gimp from the command line there it shows up in German. The LANG variable is also set correctly if I don't use kdm for login, but a plain text terminal session and start KDE after login with startx.

I'm not sure if that is a problem of kdm or of the Debian scripts/configuration.
