The "new bug" wizard allows the creation of new bug reports for products that are marked as closed, in this case for KPaint (bug #86092).

It seems so, yes.  KPaint, for example, is still listed in the wizard's application selection box when you search for it.  Selecting it as the product and clicking Continue doesn't trigger any error.

Issues with reporting bugs should be fixed by the new bug reporting mechanism being implemented with the upgrade to Bugzilla 3.4.

This issue is not fixed. I was able to file a bug report on systemsettings-kde3 just now. See bug #210430 (the test bug).

Previously, one would receive an error when trying to file bugs on unsupported software. Now, Bugzilla lets one file the bug.

The wizard is no more. The standard bugzilla reporting mechanism is used now. If this is somehow still an issue, then the bug needs to be filed upstream.
