Version:            (using KDE 3.2.92 (3.3 beta2), compiled sources)
Compiler:          gcc version 3.3.3 (SuSE Linux)
OS:                Linux (i686) release 2.6.5-7.95-smp

Hi 
fish reports "file does not exists"

same error as in

for sftp

So I assume it's not the IO-slave but the general URL handling

Confirmed. kio_fish apparently does not use the new remote-encoding framework I created for KDE 3.3.
