However, given that the menu option for changing charsets is already enabled for fish, from the user point of view, this is a bug. Please see Bug #56197 for information on what this is about: fish has to support changing the encoding for the filenames received from the server. To do that, all it has to do is use KIO::SlaveBase::remoteEncoding() (http://developer.kde.org/documentation/library/cvs-api/kio/html/classKIO_1_1SlaveBase.html#a33).

I have the same problem with Estonian locale on SuSE 9.1 (2.6.5 ; UTF-8). Display and handling of ISO characters with fish is OK, but UTF-8 does not work. It seems to be problem between ssh and KIO, as files are displayed (although not properly), but commands sent to ssh do not work (file names are wrong). I did get fish working "properly" if I used ISO encoding - 'export LANG=et_EE.iso8859-15' or 'export LANG=et_EE@euro' - in ~/.profile file. Filenames were gibberish but copy, paste and so on, worked fine. All file manipulations quit working after I changed language settings back to UTF-8 'export LANG=et_EE.UTF-8'. FISH did still work, but could not enter folders with non-ANSI characters and copy, move etc. did not work. File names are UTF-8 (checked with convmv script provided in distribution) All files look ok with SSH and all file manipulations work OK. FISH protocol shows files and manipulation is OK if LANG is set et_EE@euro (ISO). Changing remote character set has no impact. SSH version: OpenSSH_3.8p1, SSH protocols 1.5/2.0, OpenSSL 0.9.7d 17 Mar 2004 I hope it explains the issue further.
Toomas: it is enough that kio_fish be ported to use the new functions, I believe.
Thiago: What do you have in mind by 'ported'? Do you mean ported to Estonian language? It is not the case, as I had default setting of English with UTF-8. I started tinkering with language settings only after I encountered problems. The problem seems to be in the process: ssh sends file names -> kio_fish assumes them to be ISO something (or konqueror assumes that) -> File names are displayed wrongly in file manager -> Sends command to SSH in UTF-8 without changing encoding (wrong file names now). For example: I get filenames that look something like bx;c:dh (just for visualisation. No actual name). I decide to correct the filename and rename it to 'big fish'. I get a dialog stating that a file with that name already exists and do I want to replace it. Therefore I assume, that kio_fish sends information correctly in UTF-8 (the dialog window also displays new filename correctly). Problem is in recieving part and interpreting the input. I am using KDE 3.3.0 btw.
