This is a duplicate of Bug 37004 which I can't re-open.

When having an IMAP account with folders in it, the filter target "File to folder" cannot be used to move messages to the IMAP account's folders, as the list of folders in the dialog does not contain the IMAP folders.

It's a duplicate (or more precisely a subset) of 59685 and moreover it's a missing feature and no bug.
