it would be good to be able to choose emoticon-sets on a per protocol basis, e.g. msn-set for msn protocol and yahoo-set for yahoo protocol

oh no, not another option, what is the unifying idea for if we make every setting per-protocol? :( 
In general I don't like that idea, same goes for style settings for the chatwindow based on the 
protocol.

Agreed. As I have said before on other bugs, "If you do not want all the protocols to 
look and behave the same, then what are you useing a multi-protocol IM client for in 
the first place?"

I still think it is a nice, but complicated feature. This is not planed until long time.

This comment is from Ian.  I think it's a wonderful idea, so I'm pasting it 
here.

I think this would be super.  A base default with per-protocol overrides.  My 
Icelandic friend who was visiting really appreciated the fact that GAIM had 
MSN icons for MSN, AIM icons for AIM, and so on.  If done in the manner 
described, there could be a simple "Enable protocol-specific smilies" option 
which could even be off by default.

Trillian implements this quite nicely, incidentally.

Kopete still doesn't.  Reopening as this has been ignored for over 2 and a half years now, and retarded bugzilla seems to think "later" means "resolved", which it certainly doesn't.  If you wish to lower the priority then do so, but please keep the bug open otherwise.

I agree with the Casey.  It is great to have a global default, but it should also be possible to some or all protocols override the global default.  Others have posted on another [url=http://bugs.kde.org/show_bug.cgi?id=76583]bug[/url] that they like to see the same smiley as the other person(s) in the chat.  I also like to think (and have confidence) that what I'm seeing is the same as what they're seeing.

In essence, bug 76583 is the same (and open, with a low priority though). You could transfer your votes to that bug.
