For example, you have two tabs open. You are in the first one and brows a web page. you take a url in the tab (drag) and place your mouse above tab two. After a few seconds, the tab activates. If you drop the url INSIDE the tab PANE you drop its content (for example to copy it in a folder) If you drop the url ON the tab BUTTON, the tab loads the url.
