STEPS TO REPRODUCE
1. Play a 4K60FPS video.
2. Hold the buttons that increase the volume.

OBSERVED RESULT
While playing the video, it's constantly stuttering, feels 30fps.
While the OSD notification is over the video, it plays smoothly as it should for 60fps.

EXPECTED RESULT
Play the video without stuttering.

My phone only allows recording at 30fps.

I have the feeling this related to Bug 507298. But since I can't get either issues in video, I'll close this bug.
