STEPS TO REPRODUCE 1. Have multiple windows of one app. 2. Try to reorganize their order. OBSERVED RESULT It's not possible, the user will have to close all windows in the way of the windows the user wants to change position, then open all windows strategically. Bug 509013 causes window previews to randomize their order, so it must be fixed first.
The actual icons on the panel are already re-orderable, so, you're talking about the tooltip thumbnails for grouped apps, right?
The thing I've tried to drag in the attachment, I don't know the term. It even seems to have reacted to being dragged with a darker highlight effect.
