It's not clear from the video what you're doing or why, though.

Please explain what your desired goal is, and then please explain, with steps to reproduce why what you're doing right now causes a bug rather than accomplishing the desired end goal.

when you change a volume level there is an annoying sound and to turn it down or to turn it off there is an option but that option is hidden which is just stupid... in the video i had to turn the volume up or down to make that option visible so i could actually use it. however it quickly dissapears again so you have to be very quick. i found an option to completely turn that sound off but i still find it stupid how an option to manipulate the volume of alert sound is hidden.

That is not how you disable the volume feedback sound, merely an indicator of the test stream being played, but good skills trying it

The "usable", intended option: Go to "Sound" settings > "Configure Volume Controls" > mark off the option to "Play audio feedback for changes to:  [ ] Audio volume"

Volume feedback sound stream appears only briefly (~0.3s)

This screenshot shows the "libcanberra: audio-volume-change" stream that appears when changing system volume. I managed to quickly adjust it to 45% while spamming volume keys and scrolling with the mouse wheel. The stream disappears within 0.3 seconds, making it nearly impossible to adjust reliably. This demonstrates that the volume CAN be adjusted, but the UX makes it impractical.

Hello Ismael, I have additional feedback on the volume issue:

For myself I don't want to turn off the beep sounds, I want the audio feedback but for me it's just too loud nearing the 100% volume. As it disappears (like shown on the video from kuxala) within a fractions of a second, I need to spam the change volume button on my keyboard while keeping the Sound settings open, placing the mouse cursor over the area it appears and then either spam click or use the mouse wheel to change the loudness. I have added a screenshot with the same description.

You can try this yourself:
Spam the change the volume with keyboard keys → feedback sound plays
The "audio-volume-change" stream appears in the Audio widget for ~0.3 seconds
Very quickly scroll with mouse wheel to adjust the stream volume before it disappears
This is nearly impossible to do reliably due to the short visibility window

What I have tried in the past are those workarounds:
a) The "quick scroll" method described above (very difficult)
b) Manually editing the .oga file with ffmpeg to reduce its volume (hacky)
c) Disabling it entirely like you described (loses functionality - I do not want to do this)

Maybe there is a better way? Or could we add a persistent volume slider in System Settings → Sound → "System Sounds Volume" or similar, that controls the volume of all system event sounds (including the volume change feedback)?

Also note that if you've got a complaint about the volume feedback sound being too loud, that's already been fixed for Plasma 6.5; see Bug 477125.

Being able to change the volume of volume feedback sounds doesn't really make sense, since their purpose is to approximate the general volume level of the whole system so you can see how loud stuff is.
