This turned out to be caused by a KWin effect "Morphing Popups" which re-adds the morphing effects shell tooltip popups had, and more specifically the second version of said effect, that added the morph to more types of popups which I assume includes the context menu.

This should however not be a reason for KWin to flicker stuff like this. Especially that the menu doesn't move or resize which should hypothetically not trigger the effect.

We dropped the morphing popups effect. How do you still have it in 6.3?

A community fork on the KStore

Various issues with crossfading was one of the reasons why we dropped that effect. Please report this issue to the developers of the fork.
