SUMMARY
This occurs only when using a drawing tablet. If you aren't careful to hover over empty space before leaving the bounds of the panel, focus will stick to whatever you were pointing to.

STEPS TO REPRODUCE
1. Hover over anything in the panel with a drawing tablet
2. Hover away from the panel without moving to empty space first

OBSERVED RESULT
Hovering over an item in the panel and leaving will not remove its focus.

EXPECTED RESULT
The panel recognizes when focus leaves.

SOFTWARE/OS VERSIONS
Linux: 6.13.5 (Arch)
KDE Plasma Version: 6.3.3
KDE Frameworks Version: 6.11.0
Qt Version: 6.8.2

ADDITIONAL INFORMATION
- If you have both a drawing tablet and mouse connected, and you've triggered the bug with your drawing tablet, moving the mouse while still outside of the panel has no effect on the focus.
- This never occurs when using a mouse, regardless of whether a drawing tablet is also connected.
- I've only tested this on Wayland.

I just tested for this bug in the X11 session, and it does not occur there.

To be clear, you're using stylus like a mouse when interacting with the panel, right?
