The one in the KCM is intentional because there's not enough horizontal space to show everything at that window size.

Created attachment 172015 [details] Screenshot: KCm scrolled to right The red line shows what part is cut off when scrolled to the left side. This part is not huge and the input fields could be just shorter by this width.
Also this hasn't been the case before, I believe it's a regression.
Ah, I see what you mean. Now, there clearly isn't enough space to show everything, as I said, so the presence of the scrollbar makes sense. However this is because some UI elements are wider than they need to be. The scrollbar is simply a logical consequence.
Yes, this makes (more) sense. :)

I agree, very confusing, that part of settings is always hidden, and have to horizontally scroll.
