SUMMARY
Using shortcut Meta+. to open Emoji Selector when it's already open doesn't raise it and focus.
Seems like it was meant to be fixed already, but it is broken again, see https://invent.kde.org/plasma/plasma-desktop/-/merge_requests/1303

STEPS TO REPRODUCE
1.  Use shortcut Meta+. -> Emoji Selector should open
2.  Focus and raise another window, keep Emoji Selector open in background
3.  Use shortcut Meta+. again

OBSERVED RESULT
Emoji selector will demand attention (orange color in task manager) and will not focus and raise

EXPECTED RESULT
Emoji selector should raise itself, focus and be instantly usable by the user
