I'm not able to reproduce this on KDE Neon, Plasma 6.1.1. I pinned konsole to the task manager specifically, and was able to move it around next to Dolphin and Firefox icons. I was also able to move the Dolphin icon, and others. I even installed the Prism launcher, pinned that, and was able to move all icons to new positions. Can we ask you to update to Plasma 6.1.1 and re-test? Please let us know if the bug is still present with that version of Plasma.
