Error eessage box

SUMMARY
When executing kdiff3.exe it immediately crashes with an error message box.

STEPS TO REPRODUCE
1. install kdiff3 1.11.1 on Windows 11
2. execute kdiff3.exe

OBSERVED RESULT
An error message box shows with message:

> The procedure entry point
> ?query@QSystemLocale@@UEBA?AVQVariant@@W4QueryType@1@V2@@Z could not be located in the dynamic link library C:\Program Files\KDiff3\bin\KF6XmlGui.dll

EXPECTED RESULT
KDiff3 window shows.

SOFTWARE/OS VERSIONS
Windows: 11 23H2

I've downloaded the installer from https://download.kde.org/stable/kdiff3/kdiff3-1.11.1-windows-x86_64.exe
