SUMMARY
Can't change opacity of top panel. Default is "Translucent" and I want to change it to Adoptive.

STEPS TO REPRODUCE
1. Add a top default panel
2. Right click and enter to edit mode.
3. Change Opacity from "Translucent" to "Adoptive"
4. Panel's Opacity does not change.

Can't reproduce this.
First thing, default option is not Translucent, it's Adaptive.
Based on the screenshot it looks correct to me. Panel is opaque because the app is maximized. can you tell/show us how it looks like when there is no app maximized/touching the panel. It should be translucent.

Thanks for the video. It does looks like there is some bug.
Unfortunately, I can't help you with this then. I could've managed to resolve only a user error, but this is beyond my skills.

You can also try to reproduce this with a default panel (You're using a modified panel), some of the widgets might be messing the panel tho I'm not sure if that makes sense. Thank you.

I'll move the ticket back to REPORTED.

Have the same issue. The Opacity setting in the Panel Settings is always reset to "Translucent" after reentering the Edit Mode. Also happens with the default new panel.

Can confirm, although in my case the problem started only with the update to Plasma 6.1 (i.e. in plasma 6.0.X it worked for me). ALso, i'm using fedora and not manjaro.

The top panel just won't turn opaque anymore when a window is maximized since the update to Plasma 6.1. The setting is set to "adaptive".

The bottom panel works as expected, onaly the top panel is affected.

Also my second system is affected. Software Versions are the same as stated above (Fedora 40, Plasma 6.1, Wayland, etc.), but the hardware is different, most natably it's another GPU:
