I believe the root it is the same problem, as for https://bugs.kde.org/show_bug.cgi?id=485196, but for keyboard shortcuts.

1. Make a shortcut to KCalc using the CTRL-Shift-">" - the key to the left to key Z. 
BTW in Windows with US English layout this key is a "\", why is that?)

2. The shortcut works fine with Estonian layout. Since, it is the same symbol <

3. But in Russian layout the shortcut does not work. Pressing the key gives a / symbol.

The shortcut should work for all layouts, as it in Windows does.
