STEPS TO REPRODUCE
1. restart plasmashell process by running "plasmashell --replace" with krunner
2. click on plasma-nm applet  in the system tray
3. 

OBSERVED RESULT
unnecessary horizontal scroll bar seen in the attached screenshot

EXPECTED RESULT
no horizontal scroll bar

Clipboard applet

After clearing the clipboard history, the Clipboard applet has a unnecessary horizontal scroll bar too.

I also can reproduce on neon unstable by disconnecting from wi-fi.

I confirm this too. 

Basically:
Open the network applet
Disconnect from wifi
Observer the redundant horizontal scrollbar appears at the bottom of the network applet window.

Marking this as confirmed as a potential bug for investigation,

I can reliably duplicate using the network applet. I have enough nearby wifi networks visible to extend off the bottom of the applet if that helps.

I have the same problem in plasma 6.0.90 and for me it is happens when having the vertical scroll bar pass from hidden to not hidden or viceversa. Easy example is when having a lot of connections shown and then disabling wifi to reduce the number of connections shown.
