Additionally "Eye of Gnome" (45.2) misses those buttons too.
Seems like duplicate of BUG 471853. I guess we never figured out why this happened, or how it seemed to be fixed. By the way what theme are you using?

This is very strange: the same issue appears on XFCE. Firefox and Eye of Gnome. I may try another tumbleweed install in matter of hours.
This seems like a configuration issue. Also kwin is not responsible for drawing client side decoration buttons
