STEPS TO REPRODUCE
1. Open Application Launcher
2. Right Click on and app


OBSERVED RESULT
No "Add To Panel" function shown

EXPECTED RESULT
"Add To Panel ' function shown

This is considered intentional for Plasma 6. If the panel has a Task Manager on it, you should pin the app to the task manager rather than adding it to the panel directly as a widget. We did this as part of the project to finally resolve Bug 390817.
