STEPS TO REPRODUCE
1. Select images and Open Geolocalisation / détail panel. 
2. Try to drag/drop images to the map to set its coordinates
3. 

OBSERVED RESULT
A small «forbiden» icon is displayed, and the coordinates are not set

EXPECTED RESULT
The image takes the coordinates of the point in the map, and a small icon of the image is displayed on the map

I assume you are using an Ubuntu/Gnome desktop. This is a known bug in Gnome that has already been fixed. However, according to Ubuntu users, the bug fix has not yet arrived in the distribution.
