Unsure if this is related to Bug 356305

STEPS TO REPRODUCE
1. Open System Monitor
2. Navigate to process list
3. Click on a heading to sort

OBSERVED RESULT
Processes are sorted in ascending order arrow is shown in the manner typical of descending and vice versa

EXPECTED RESULT
Agreement of the sort action and its depiction

I'm afraid the arrow is pointing in the intended direction. It points up because the CPU usage goes up for things higher in the list.
