STEPS TO REPRODUCE
1. Go to System Settings
2. Go to Startup and Shutdown
3. Go to Desktop Session
4. Try changing options

OBSERVED RESULT
Missing sections:
- General
- Defaut leave option

See sections mentioned above

I've tried this with both English and Polish languages
I use Linux Mint + Virt Manager + Qemu

The "Default leave option" setting was removed in Plasma 5.27.
