SUMMARY
I remove the toolbar in kwrite by unchecking Settings -> Toolbars Shown -> Main Toolbar and Hamburger Menu Toolbar (also, unrelated - hamburger menu seems to not exist atm, but still need to be removed to get back the full space), but when I restart, the toolbars return with both checked on all of my open kwrite windows and any new windows until I manually remove it from them.

STEPS TO REPRODUCE
Open any number of kwrite windows
uncheck: Settings -> Toolbars Shown -> Main Toolbar and Hamburger Menu Toolbar
restart

OBSERVED RESULT
the toolbars return on restart to all windows, and any open ones need to be unchecked separately or restarted

EXPECTED RESULT
toolbar status is remembered

I'm affected by the same issue in Kate. Only the hamburger toolbar seems to be affected, the other one doesn't reappear.
This is most likely related to using the app with the menu bar disabled (and thus the hamburger toolbar wanting to be shown).

This has continued through Plasma 5.27.3, and I wanted to post a small update for anyone else encountering this problem.

I've realized this issue happens on any logout, not just restart, the toolbar and non-existent hamburger menu return, taking up space and requesting I uncheck them on every kwrite window (and new ones).

But I also realized that you can right-click the toolbar area (anywhere at the same horizontal as Settings) and get an uncheck menu for the toolbars. Which is much faster than having to go to Settings -> Toolbars -> uncheck one, then having the menu close and having to click on Settings -> Toolbars -> uncheck the other (or remembering Alt+I+O+M then Alt+I+O+H).
