Changing keyboard layout from AZERTY to QWERTY doesn't "move" keys for shortcuts.

What i mean is when I change from AZERTY to QWERTY and I wanna lock my screen with meta+alt+m I actually have to press meta+alt+; this is because the ; in QWERTY is in the same location as the m in AZERTY.

I do this switching between layouts because my laptop keyboard is AZERTY an all my external keyboards are QWERTY.

STEPS TO REPRODUCE
1. change lock screen keybind to meta+alt+m in azery
2. change keyboard input to qwerty
3. try locking the screen with the new keybinding

OBSERVED RESULT

I can't lock the screen with qwerty layout meta+alt+m instead I need to use meta+alt+;

EXPECTED RESULT

I can lock  the screen with meta+alt+m

IIUC it's actually the same problem as BUG 453661, if so - let's track it there
