Not a Breeze icons issue. Could be a corrupted icon cache or a corrupted color scheme. Please try the following, in order:

1. In a terminal window, run `rm ~/.cache/icon-cache.kcache`. Then reboot.
2. Go to System Settings > Appearance > Global Themes, apply a different global theme, then re-apply the Breeze global theme. Then reboot.

Thanks for your reply; I followed the above instructions and the issue is still present.
The issue is still present with another color scheme applied.

How odd. Does it happen with any other icon themes that use monochrome iconography, like Papirus? Or just Breeze?

Yea, it's a strange one. I just checked; the issue does not occur with Papirus.

I've just discovered something interesting; If I switch to the Breeze Dark global theme, the folders turn white on click in the Dolphin Places Panel.
